Membership Types
Student
A CASQA Student Membership is available for full-time students in undergrad, master’s, and PhD degree programs. Eligible students are required to submit an application including a copy of their current student I.D.. Upon approval, the applicant will receive an email with a link for online payment of the $50 fee (credit card only).
Regular and Affiliate
Two types of membership are available (Regular and Affiliate) based on if holding a National Pollutant Discharge Elimination System (NPDES) stormwater permit, or not. Membership is open to individuals and groups (organizations) including:
- Phase I Stormwater Programs: Areawide stormwater programs, large cities, counties, industries, and the construction industry
- Phase II Stormwater Programs: Small cities, counties, educational institutions, utilities, and non-traditional entities
- Others: Professionals and companies specializing in water quality, trade associations, and non-profit interest groups
Regular – For NPDES Stormwater Permit Holders
Affiliate – Do Not Hold a NPDES Stormwater Permit
Construction General Permit, Industrial General Permit, MS4 Permits: Phase I or Phase II (Small MS4) – Traditional or Non-Traditional (Non-Traditional Phase II refers to Federal and State operated facilities such as universities, prisons, hospitals, military bases)

Membership Management
The Membership Contact (purchaser) manages the membership on behalf of the organization (or for a group of organizations). This includes ensuring that the members list is up to date and accurate by adding/deleting members on the Manage Members tab on their CASQA My Account page, as well as renewing the membership on time each year. Note: Only “active” status members of group memberships will have access to benefits.
Voting Rights
Regular Membership includes voting rights for the CASQA Board of Directors and changes to the CASQA Bylaws. Each regular member organization has voting rights (one vote per member organization). The designated Voting Member is the individual who will cast the vote, as described here:
- For Regular Memberships consisting of multiple organizations (e.g., areawide), each organization has voting rights (one vote per member organization). For example:
- An areawide membership with 1 county and 34 cities: The county and each of the 34 cities has voting rights (each city has its own vote, as does the county)
- For Regular Memberships consisting of one organization, the organization has voting rights (one vote per member organization).
- Both individual (one person) and group (one organization) memberships are available
- Membership benefits for trade associations and non-profit interest groups shall be limited to direct employees or may be assigned to non-employees up to the maximum number of contacts for each code
- Does not include voting rights for the Board of Directors and changes to the CASQA Bylaws

As of January 2024 the CASQA Seminar Series is free of charge to members, as a new member benefit. No registration needed.
Discounts: BMP Handbooks and Annual Conference
CASQA members receive reduced pricing for BMP Handbook subscriptions, which include SWPPP Templates, as well as a significant discount for our Annual Conference.
CASQA members have the opportunity for in-depth collaboration with outstanding colleagues on challenging water quality issues through the 15 subcommittees under the auspices of the Executive Program Committee (EPC) that focus on various areas of stormwater management. CASQA members are encouraged to participate in subcommittees and are welcome to contact the co-chairs to get involved.

- The Membership Contact (purchaser) of a group (organization) membership can add others from their organization to the membership, and they will receive the same member benefits.
- Will receive the member discount when purchasing an exhibit space for the Annual Conference (there is no exhibit space discount for an individual (1 person) membership).
- May request to have job openings advertised on the Job Board and in the CASQA Bi-Weekly Update, which is sent to all CASQA members.
- Regular memberships (not Affiliate memberships) include voting rights for the CASQA Board of Directors and changes to the CASQA Bylaws. This membership is for those who do not hold a NPDES Stormwater Permit. Individual (one person) and group (one organization) memberships are available. Group (organization) membership is based on the organization’s Gross California Revenue (GR).

Add Others to Your Group (Organization) CASQA Membership
Renew or Repurchase a CASQA Membership
Change Your Membership Level
Group (organization) CASQA memberships have a designated Membership Contact (purchaser) who can share the membership with others (unlimited). Adding members is the responsibility of the Membership Contact and is a one time step unless someone leaves or joins the organization. All you need are their email addresses.
Instructions to Add Members
- Membership Contact (Purchaser): Log in and go to My Account > Manage Members.
- Add the email addresses of the people with whom you would like to share your group CASQA membership.
- Click the green ‘INVITE’ button.
- We’ll send an email notification to your newly added member.
- If they have an existing account with that email address on the CASQA website, they will become ‘active’ right away.
- If they don’t have an existing account with that email address, they will remain as a ‘pending’ member until they follow through on the instructions in the notification email (be sure they check their junk / spam folders for an email from casqa@casqa.org).
- ‘Active’ members will have access to their CASQA member benefits whenever they are logged in to their own CASQA accounts.
- Revisit the Manage Members tab any time to resend the notification if necessary, or to add more email addresses.
Membership expiration alert emails are sent to the Membership Contact (purchaser) at 90, 60, 30, and 3 days before the expiration date. If not renewed by the day before the expiration date access to CASQA member benefits will be denied, as well as for others who are part of a group membership.
Renew an Existing Membership or Repurchase an Expired Membership
Log in and go to My Account > Orders. There is no penalty for early renewal. Upon renewal, 12 months will be added to the original expiration date.
Create a pre-purchase invoice if you need one. Credit card is our only payment option. Check payments are accepted by special request only.
Has your city population or business revenue grown your organization into the next membership level? There are two options to purchase the new membership:
- Let your existing membership expire, then purchase a new membership at the new level OR
- Contact us if you wish to change the level before the existing one expires. Note: We don’t issue partial refunds for unused membership time.
