Training System Update

CASQA partners with the Office of Water Programs (OWP) at Sacramento State to provide administrative and technical support for the QSD/QSP and QISP qualifications.

Please be informed that in Fall 2024, the administration of the QSD/QSP and QISP training programs will transition to the CASQA website. The transition date is scheduled to take effect on November 18, 2024.

To prepare for the transition and minimize any disruption to obtaining or managing your qualification, please follow the guidance below:

Account Information

After November 18, 2024, you will access your qualification on the CASQA website using the same email address you use for your current OWP account.

  • If you have a CASQA account with the same email address as your OWP account, your qualification information will be merged to your existing CASQA account.
  • If you do not have a CASQA account with the same email address as your OWP account, one will be created for you using the email address you use for your OWP account. The first time you log into your new CASQA account you will be asked to create a password to complete the new account registration.
  • If you do not wish to merge your qualification information with your existing CASQA account, please update your OWP account email address to the email you want to use for your CASQA account containing your qualification information.

Important Information for Active and In-Progress QSD/QSPs

2022 CGP Reissuance Review

If you have completed the 2022 CGP Reissuance Review, your account will show this step as complete.  However, due to the system migration, if you have not completed the 2022 CGP Reissuance Review by the transition date all your progress will be erased, and you will have to start over.

Please ensure you complete the 2022 CGP Reissuance Review before November 18, 2024, or do not begin if you cannot commit to completing all five modules before the November 18th transition date.

Continuing Education Requirement

The 2022 Construction Stormwater General Permit (CGP), through Section V.F.6., requires QSDs and QSPs registered through the CASQA Training Program to complete six hours of continuing education annually. As part of the system transition, during renewal QSDs and QSPs must provide documentation that demonstrates a total of six hours of continuing education for each year of their renewal period (i.e., six hours for year 1 and six hours for year 2). Alternatively, QSDs and QSPs who have maintained active status with an approved underlying prerequisite that includes a continuing education component, may submit proof of active status. Please review our Guidelines on the QSD and QSP Continuing Education Requirement and QSD/QSP Continuing Education Form for more information.

Important Information for In-Progress QISPs

Online Training

If you have completed all five modules of the Online Training, your account will show the Online Training as complete. However, due to the system migration, only completed modules will be recorded after transition. All incomplete module data will be erased, and you will have to start over from your last completed module.

For your reference, these are the five Online Training Modules:

  • Module 1: Auto Parts Manufacturer (SIC 3714)
  • Module 2: Concrete Ready-Mix Facility (SIC 3273)
  • Module 3: Automobile Recycler (SIC 5015)
  • Module 4: SMARTS, Annual Reports, and Miscellaneous QISP Topics
  • Module 5: Sufficiently Sensitive Methods, Total Maximum Daily Loads, and Compliance Options

Please ensure you complete any incomplete modules before November 18, 2024, or do not begin if you cannot commit to completing the module before the November 18th transition date.
