Categorically Certified Multi-Benefit Full Capture Systems (PDF) (updated June 2023)
When adopting the Trash Provisions1, the State Water Resources Control Board (State Water Board) directed State Water Board staff to evaluate whether specific multi-benefit treatment controls as set forth in the New Development and Redevelopment BMPs Handbook (California Stormwater Quality Association, 2003) meet the requirements for certification as “full capture system” as defined in the Trash Provisions. In consultation with the California Stormwater Quality Association, other interested stakeholders, and Regional Water Board staff, staff evaluated multi-benefit full capture systems with treatment designs that have multiple environmental benefits such as pollutant removal, trash capture, reuse and/or infiltration of stormwater runoff.
As a result, the State Water Board Executive Director has categorically certified the five (5) multi-benefit treatment systems described in the information sheets linked below as Full Capture Systems. The categorical certifications to the five treatment systems apply only to custom-designed multi-benefit Full Capture Systems. Multi-benefit treatment systems that are not custom designed but manufactured off-site and made available for sale must be individually certified through the application process. The permittee (or other responsible entity) shall design, construct, and maintain these categorically certified Full Capture Systems in accordance with the requirements in the corresponding five (5) information sheets linked below. The information sheets generically describe the categorically certified Full Capture Systems and the associated specific design requirements. The information sheets also specify the limitations of the categorical certification and identify the kinds of systems that must be submitted to the State Water Board Executive Director for individual certification. The municipality (or other responsible entity) is solely responsible for (1) ensuring that Full Capture Systems are properly designed, constructed, and maintained for their intended use, (2) coordinating as appropriate with vector control agencies, and (3) ensuring that installed Full Capture Systems pose no threat to public health or safety.
