With well over 2,000 members, our membership is comprised of a diverse range of stormwater quality management organizations and individuals, including cities, counties, special districts, federal agencies, state agencies, ports, universities and school districts, wastewater agencies, water suppliers, industries, and consulting firms. Through our members, CASQA represents over 34 million people in California.

Membership Types and Categories
- Regular Memberships: Available to organizations that are subject to or hold a National Pollutant Discharge Elimination System (NPDES) stormwater permit. Categories include individual MS4s; areawide MS4s; educational institutions; transportation districts, airports, and ports; utilities (water districts, wastewater, and power); and other permittees.
- Affiliate Memberships: Available to organizations, legal entities, or individuals that do not hold or are not subject to an NPDES stormwater permit. Categories include individuals; consultants, vendors, sole proprietors, trade associations, nonprofits, others; and local, state, federal, institutional entities.
- Student Membership: Available to full-time students in undergrad, master’s, and PhD degree programs. Eligible students are required to submit an application including a copy of their current student I.D.. Upon approval, the applicant will receive an email with a link for online payment of the $50 fee (credit card only).

Create a Pre-Purchase Invoice
Add Members to Your Membership
BMP Handbook Subscriptions
Membership is valid for 12 months from the date of purchase or renewal.
To create a pre-purchase invoice for your own or your organization’s internal purposes, log in then fill out the Pre-Purchase Invoice form, or go to the Pre-Purchase Invoices tab on your My Account page to access the form there. Upon submitting the form, you will receive an email with a PDF of the invoice. The invoice can also be viewed on the Pre-Purchase Invoices tab of your My account page.
NOTE: All products are purchased online by credit card. Check payments are accepted only by special request and CASQA pre-approval.
For all memberships, with the exception of individual affiliate memberships, you can add others to your membership by following these steps:
- Membership Contact (Purchaser): Log in to your My Account page and go to Manage Members and Subscribers > Manage Members.
- Add the email addresses of the people with whom you would like to add to your CASQA membership.
- Click the green ‘INVITE’ button.
- We’ll send an email notification to your newly added member.
- If they have an existing account with that email address on the CASQA website, they will become ‘active’ right away.
- If they don’t have an existing account with that email address, they will remain as a ‘pending’ member until they follow through on the instructions in the notification email (be sure they check their junk / spam folders for an email from casqa@casqa.org).
- Active’ members will have access to their CASQA member benefits whenever they are logged in to their own CASQA accounts.
- Revisit the Manage Members tab any time to resend the notification if necessary, or to add more email addresses.
CASQA membership does not include BMP Handbook subscriptions, however CASQA members receive a substantial discount on BMP Handbook subscriptions and renewals.
